The Consolidated Omnibus Budget Reconciliation Act (COBRA) is a health insurance program that lets eligible employees and their dependents have continued health insurance coverage. This program is for when an employee loses his or her job or has a reduction of work hours. Your company’s human resources department can help you check eligibility.
Individual Qualified Health Plans (Off-Marketplace)
HAP offers many off-marketplace PPO and HMO plans. Premium tax credits on the marketplace are calculated by a customer’s estimated household income for 2020. If, at the end of the year, you’ve taken more advance payments of the premium tax credit than you’re eligible for, you’ll need to pay money back when filing a federal income tax return. This is called reconciling the advance payments of premium tax credit. The actual premium tax credit someone qualifies for is based on their final 2020 income.
HAP is here, carrying over deductibles
We know you may have already spent money on health care costs this year. We want to make sure you aren’t starting over just because you needed to find a new plan. Once you join, your health care costs from a previous plan will carry over to your new HAP individual health plan. These are the costs you’ve already paid toward your deductible.

$0* Medicare Advantage Plan options
For those 65 and older, or disabled, HAP offers $0 HMO and $0 PPO plan options. These plans include prescription drug coverage, an over the counter item allowance and preventive dental.

Healthy Michigan Plan through HAP Empowered
You can visit Michigan.gov/mibridges or visit the local Department of Human Services office, who can help verify eligibility. If qualified, you can call Michigan Enrolls at (888) 367-6557 (TTY: 711) and ask for coverage through HAP Empowered. If you don’t select a health insurance plan, one will be assigned to you.

Health Alliance Plan (HAP) has HMO, HMO-POS, PPO plans with Medicare contracts. HAP Empowered Duals (HMO SNP) is a Medicare health plan with a Medicare contract and a contract with the Michigan Medicaid Program. Enrollment depends on contract renewals.
